Carbon Monoxide Alarm Requirements in Ontario Multi-Unit Buildings

Since Ontario introduced new carbon monoxide alarm requirements, many property owners and managers have struggled to determine exactly where alarms are required in multi-unit residential and care occupancies. Much of the public guidance focuses on single-family homes, leaving confusion about larger buildings. Understanding carbon monoxide alarm requirements Ontario starts with three steps: determine the occupancy, identify the hazard source, and then follow the correct installation pathway.

Occupancy Determines the Requirements

Before considering alarm locations, determine the building’s occupancy classification. Labels such as youth home, shelter, retirement home, or long-term care home do not automatically determine occupancy under the Ontario Fire Code. The actual use of the building and the condition of its occupants are what matters.

For example, a youth home is not necessarily a detention occupancy. Whether occupants are free to leave or subject to security measures can change the classification. Likewise, retirement homes and long-term care homes should not be treated the same. Retirement homes generally house residents who can direct their own care, while long-term care homes provide ongoing nursing and personal-care services. Ontario Fire Code defines retirement homes regulated under the Retirement Homes Act (2010) as a residential occupancy.

Scope of the Requirements

Section 2.16 applies when a building contains a residential or care occupancy and one or more carbon monoxide hazards are present:

  • Fuel-burning appliances
  • Fireplaces
  • Storage garages
  • Forced-air fuel-burning appliances serving the occupancy

The presence of one of these hazards triggers the need to assess the applicable installation pathway.

The Four CO Alarm Installation Pathways

1. Fuel-Burning Appliance or Fireplace Inside a Suite

When a fuel-burning appliance, flue, or fireplace is located within a suite, carbon monoxide alarms are required:

  • Adjacent to each sleeping area
  • On every storey that does not contain a sleeping area

Protection extends beyond the room containing the hazard source.

2. Fuel-Burning Appliance in a Service Room

Where a fuel-burning appliance is located outside a suite, such as in a boiler or mechanical room:

  • An alarm is required in the service room
  • Alarms are required in suites sharing a common wall or floor/ceiling assembly with that room

This is not a building-wide requirement; it only applies to directly adjacent suites.

3. Storage Garage

A common misconception is that every suite in a building with a garage requires a carbon monoxide alarm.

Under the Ontario Fire Code, alarms are only required in suites or sleeping rooms that share a wall or floor/ceiling assembly with the storage garage. The code does not require alarms within the garage under this installation pathway.

4. Forced-Air Fuel-Burning Appliances

When a forced-air fuel-burning appliance serves the building from outside a suite, requirements include alarms to be installed in:

  • The service room housing the appliance
  • Directly heated suites, adjacent to sleeping areas and on storeys without sleeping areas
  • Directly heated public corridors serving suites of a residential occupancy. Undivided corridors require alarms placed no more than 25 metres apart, while divided corridors require at least one alarm in each divided section.

Device Certification and Installation Rules

Meeting carbon monoxide alarm requirements in Ontario involves more than choosing alarm locations.

Acceptable alarms must:

  • Be either hardwired, battery-operated, or plug-in units
  • Comply with CSA 6.19 or UL 2034
  • Be installed according to manufacturer instructions
  • Be audible throughout sleeping areas, even with doors closed

Certification is equally important. Verify certification markings on the device itself, not just on packaging or online listings. Claims such as “complies with” or “conforms to” are not substitutes for third-party certification.

How to Apply Ontario's CO Alarm Requirements Correctly

Compliance should follow a consistent process:

  1. Determine the occupancy.
  2. Confirm Section 2.16 applies.
  3. Identify the carbon monoxide hazard source.
  4. Apply the correct installation pathway.
  5. Verify certification, mounting, power supply, and audibility requirements.

Following this approach helps owners, property managers, and building operators avoid unnecessary installations while ensuring compliance with Ontario’s carbon monoxide alarm requirements Ontario.
